The National University of Civil Engineering to welcome experts from the HCERES (France) for evaluation of the University

From Monday, 27th February, until Friday, 3rd March 2017, the High Council for Evaluation of Research and Higher Education from France (hereafter abbreviated to the HCERES) will be evaluating and assessing four universities in Vietnam: the National University of Civil Engineering, Hanoi University of Science and Technology, the National University – Ho Chi Minh City University of Science and Technology and Danang University of Science and Technology – Danang University. The HCERES has set up two delegations of experts consisting of seven members each for this purpose. They are all senior experts in training and higher education management assigned to evaluate and assess the aforementioned universities in Vietnam on this visit.

On the first day, 27th February 2017, the delegation of the HCERES experts came to visit the National University of Civil Engineering (hereafter abbreviated to the NUCE) and evaluate the university’s training quality. The NUCE is one of the first four universities in Vietnam to be externally evaluated and comprehensively assessed by an international evaluating organization from Europe.

With a strategic vision “to become a top-ranking university in Vietnam in civil engineering by 2030 and to reach the regional as well as international levels in higher education”, the NUCE has always striven for its core values: Quality – Efficiency – Development – Integration. Assigned by the Ministry of Education and Training, since 1999 the NUCE has been running a series of training programs of excellence for students in engineering called PFIEV (Programme de Formation d’Ingénieurs d’Excellence au Vietnam in French language) and sponsored by the French Government following the Intergovernmental Protocol, along with other universities such as Hanoi University of Science and Technology, Ho Chi Minh City University of Science and Technology – the National University and Danang University – Danang University of Science and Technology. The training programs in three specialized engineering areas offered by the NUCE have been evaluated and recognized by the French Committee of Engineering Qualifications (CTI), for the periods 2004 – 2010, 2010 – 2016 and 2016 – 2022.

The NUCE leaders and officers including Assoc. Prof. Dr. Pham Duy Hoa (University’s Party Secretary and Rector), Assoc. Prof.  Dr. Tran Van Tan (President of University Council), Assoc. Prof. Dr. Pham Xuan Anh (University’s Party Deputy Secretary and Vice Rector), Prof. Dr. Phan Quang Minh (Vice Rector), Assoc. Prof. Dr. Pham Quang Dung (Vice Rector); representatives of Strategic Councils (Council of Science and Training and Advisory Council); deans and heads of departments/offices/committees, etc. attended the welcome ceremony.

At the meeting, Assoc. Prof. Dr. Pham Duy Hoa – the Rector – presented a report on the SWOT (Strengths – Weaknesses – Opportunities – Threats) in every aspect and each strategic goal of the NUCE to the HCERES experts.

Assoc. Prof. Dr. Pham Duy Hoa also emphasized that the NUCE is one of Vietnam’s leading universities in higher education and training, scientific research, transfer of technologies and in terms of providing qualified human resources in civil engineering. In addition, the University is making good progress in order to compete with other prestigious institutions in the region. Today, in the era of globalization and integration, the University is aware that competition is a driving force for development and has been committed to achieving its ambitious goals for the future. So far, the NUCE has completed all the preparations for the working visit of the HCERES experts to the University and hopes that the results will be positive.

Prof. Vavier Michel – Head of the HCERES Delegation – said that the HCERES experts appreciated the achievements of the NUCE in recent years and that they were delighted to visit such a well-established university as the NUCE. He also stated that the evaluation of quality should be objective and the evaluation would therefore be comprehensively conducted to ensure the transparency in outcomes.

Shortly after the opening session, the HCERES expert will be working with responsible staff regarding the evaluation of the University within the framework of the agenda.
