National Science and Technology Conference on “Crushed sand to replace natural sand – Environmental-friendly material”

On the 8th June 2018, National University of Civil Engineering (NUCE) in collaboration with Ministry of Construction (MOC) and People’s Committee (PC) of Quang Ninh Province organized the National Science and Technology Conference on “Crushed sand to replace natural sand – Environmental-friendly material” at Quang Ninh Center of Planning, Fair and Exhibition.

 

Overview of the Conference

The conference is honored to welcome the presence of: His Excellency Mr. Nguyen Van Sinh – Deputy Minister of MOC; Mr. Vu Van Dien – Vice-President of PC of Quang Ninh Province; Assoc. Prof. Pham Duy Hoa – Rector of NUCE, President of the organizing committee; Dr. Le Trung Thanh – President of Vietnam Concrete Association, Director of Institute of Construction Materials; Mr. Pham Van Bac – Director of Construction Materials Department, MOC; Mr. Vu Ngoc Anh – Director of Science, Technology and Environment Department, MOC; Mr. Le Van Toi – Vice-President of Construction Materials Association; Mr. Nguyen Manh Tuan – Vice-Director of Department of Construction of Quang Ninh Province; Assoc. Prof. Bach Đinh Thien – Director of Institute of Research and Application of Tropical Construction Materials. In addition, the conference was joined by more than 200 delegates from ministries, departments, PC of other provinces, research institute, universities, professional associations, organizations and experts nationwide.

 

Speaking at the conference, Mr. Vu Van Dien – Vice-President of PC of Quang Ninh Province informed that the province of Quang Ninh had many advantageous conditions to develop socio-economy with various natural resources in large quantity, the concentration of thermal power plants and coal mines. The province had been implementing synchronous solutions including: strategically develop infrastructure, manpower, science and technology; switching from brown to green growth model. To supply sufficient materials to urban development projects and industrial zones, the province directed towards employing waste soil and rock at dumping sites, minimizing the leveling of hills, and forbidding the dredging and suction of sand from rivers. Mr. Vu Van Dien said the topic in this conference was completely new; he urged MOC, Ministry of Natural Resources and Environment, Ministry of Industry and Trade, construction companies, research institutes, universities and scientists to create the best conditions for project owners and artificial sand manufacturers to be allowed to harvest waste soil and rock; to issue national standards, technical guidance, socio-economic norms in applying ashes from thermal power plants into construction projects; to alter Circular No. 33/2015/TT-BTNMT on 30/06/2015 concerning the management of hazardous materials such that waste ashes of thermal power plants is considered as normal waste; as well as to complete and submit for approval the Scheme of treatment and employment of ashes of thermal power plants in accordance to the direction of the Prime Minister in Decision No. 452/QĐ-TTg on 12/04/2017. PC of Quang Ninh Province would continue to closely direct departments, local authorities and project owners towards using branded and quality sand, especially artificial sand from mine waste sites, contributing towards preserving the environment and also in accordance to the provincial socio-economy development direction.

Delivering his welcome speech at the conference, Assoc. Prof. Pham Duy Hoa – Rector of NUCE stressed that the development of manufacturing and employing local materials, especially taking advantage of production wastes and industrial wastes was an issue being prioritized by governing authorities. More importantly, the demand for construction sand of Vietnam is gradually increasing: according to official statistics, the country is consuming 130 million m3 construction sand per year; and according to forecast in the period of 2016-2020, a grand total volume of 2,1-2,3 million m3 of sand will be required for backfilling. Meanwhile, the sand reserve for backfilling up until 2020 is only 2 million m3. Hence, after 2020, Vietnam would run out of sand for backfilling. Besides, the over-exhaustion of sand resource is heavily impacting the natural environment. Therefore, recently, the government and ministries have actively direct the implementation of many management solutions to limit and to head towards stopping sand mining which is causing erosion to river banks; to enforce the employment of replacement materials of natural sand; to execute research programs and schemes on using industrial wastes in manufacturing construction materials. Hopefully, the conference would open up practical and particular solutions to limit the use of natural sand, promote the adoption of artificial sand, as well as materials from ashes of thermal power plants. The conference is one of the activities in the strategic development of NUCE, assuring the role of NUCE as the pioneer in researching, training and transferring of environmental-friendly technology in the field of construction material in particular, and in construction industry in general in Vietnam, as well as in the region. At the conference, delegates have been presented with a report on “State management and general directions of replacement materials to natural sand and use ash from thermal power plants to produce construction materials”. Besides, experts presented in detail about the topics of: Research manufacturing technology and employment of artificial sand in replacement of natural sand; Adopting ash from thermal power plants to produce construction materials.

Report on “Replacement material for Natural sand and Employment of Ash from Thermal Power Plants in producing Construction Materials” presented by Assoc. Prof. Bach Đinh Thien from NUCE – Director of Institute of Research and Application of Tropical Construction Materials

This National Science and Technology Conference will contribute in realizing Decree No. 46/NQ-CP on 09/06/2017 of the government on “Solution to the scarcity of construction sand in some localities; solutions for producing replacement materials for natural sand to limit the exploitation of river beds”. The conference also contributes in realizing Decision No. 1696/QĐ-TTg on 23/09/2014 on “Some solutions to treat ash and gypsum from thermal power plants and chemical fertilizer plants and employ them in producing construction materials”; as well as Decision No. 452/QĐ-TTg on 12/04/2017 approving the project of “Promoting treatment of ash and gypsum from thermal power plants and chemical fertilizer plants and employ them in producing construction materials”.

The conference will introduce and spread widely the information on the quality and function of replacement materials; the scientific bases of the employment of crushed sand produced from natural stone and sandstone (collected wastes from coal mining activities), waste ash from thermal power plants… to replace natural sand. Moreover, the conference is also a chance to promote companies to explore a chance to invest in manufacturing environmental-friendly construction materials from mineral mines, as well as collected wastes from dumping sites of Vietnam National Coal – Mineral Industries Holding Corporation Limited, Vietnam Electricity Corporation… thus creating more employment for local workers at locations of coal mines and dumping sites of thermal power plants.
