Awarding ceremony of HCERES certificates to four universities in Vietnam

On Tuesday afternoon, October 17th 2017, the French Higher Commission for Evaluation of Research and Education in Science (HCERES) awarded evaluation certificates to the following four universities in Vietnam: The University of Science and Technology (Ho Chi Minh City National University), Hanoi University of Science and Technology, The University of Science and Technology (Da Nang University) and The National University of Civil Engineering. This was the first time ever in Vietnam’s higher education system that a university evaluation has been undertaken by an international agency.  

Participants included: Mr. Bui Van Ga – Deputy Minister of the Ministry of Education and Training, Mr. Eric Moley – Representative of the Embassy of France in Vietnam, Mr. Michel Cosnard – President of the HCERES, leaders from various departments of the Ministry of Construction, lecturers and staff from the four universities, representatives from media agencies and enterprises.

At the ceremony, Mr. Bui Van Ga – Deputy Minister of the Ministry of Education and Training emphasized that the HCERES evaluation of education quality offered by four universities in Vietnam as members of the PFIEV network is in accordance with the current situation as universities across the country are trying to implement the initiative in comprehensively reforming the education and training in order to provide well-qualified human resources for the socio-economic development of the country in consideration of international integration. The international recognition of the first four universities in Vietnam is an appreciation of the efforts in consolidating and upgrading the quality of education and training in order to provide highly-qualified graduates for the future development of Vietnam. This positive result confirms that these four universities are not only leading institutions in Vietnam, but also better known in the world, enhancing the opportunities in collaboration with world universities and attracting overseas students to come and study, towards the internationalization in education and training programs. Furthermore, this result helps Vietnam’s higher education take a more in-depth view of the quality level compared to international standards which the universities have not been able to carry out before. The four member institutions of the PFIEV network have just stepped into the first five-year evaluation phase. Many more will come in the future. Mr. Bui Van Ga recommended that the four universities should take the initiatives and full responsibilities in mobilizing all the sources available to ensure sustainable development and broaden the PFIEV programs in an effective way. At the same time, the universities should try to strengthen the weaknesses following the suggestions of both the CTI and the HCERES in order to perform much better in the next evaluation.

Assoc. Prof. Dr. Pham Duy Hoa – NUCE Rector – would like to thank the leaders of the Ministry of Education and Training for their interest in the evaluation of education quality and their direction throughout the preparation for the evaluation. His special thanks also went to the PFIEV office, Hanoi University of Science and Technology, Ho Chi Minh City University of Science and Technology, Da Nang City University of Science and Technology, as well as organizations, enterprises and individuals for having accompanied the University over the past few months. He said that since February 2016, as the evaluation plan was made by the HCERES in Paris and Mr. Bui Van Ga was informed of this plan when he visited Paris on a business trip with a delegation from Vietnam, the four universities prepared for the evaluation carefully. Sometimes, the people involved in the preparation felt nervous, although they were quite self-confident. Today, the feeling of overjoy and pride remained, just like on June 13th evening 2017 on hearing the good news from Paris that all the four universities had been unconditionally recognized by the HCERES for a period of five years. The National University of Civil Engineering was formed from a faculty separated from Hanoi University of Science and Technology. For 20 years, the University staff and students had to move several times in some provinces and eventually returned to Hanoi. They had to start from scratch, building the University in extremely hard conditions. They had nothing but a strong commitment to strive for success. Today, the University has become one of the first four universities in Vietnam to be recognized by an international agency. This is a great pride and honor for all the NUCE staff and students over the years.

The HCERES was established with legal act No. 2013-660 dated July 22nd 2013 by the Agency of Evaluation of Research and Higher Education (AERES) and continued the activities of this agency. The HCERES is an organization that independently evaluates and verifies the higher education institutions, research organizations and training programs. 

The HCERES is a full member of the European Association for Quality Assurance in Higher Education (ENQA) and Standards and guidelines for quality assurance in the European Higher Education Area (ESG) in the European Higher Education Association (EHEA). Apart from French universities and research institutes, the HCERES conducts evaluations of other universities and research institutes in the EHEA member countries. On average, the HCERES evaluates and verifies 50 universities and research organizations, 630 research units, 600 undergraduate programs, 300 postgraduate programs and 70 PhD programs. 

The HCERES also undertakes evaluations and verifications of education quality for non-EHEA universities, French education institutions abroad and other international research units (mixed units).

The series of standards used by the HCERES to evaluate the education quality of overseas universities and research institutes covers six areas: Strategy and administration (mission, development strategy, organization of implementation, media), training and scientific research (training policy, research, customization of programs), training course and orientation for professional integration (learning environment and training management), international cooperation and relations, management and direction (financial system, properties, human resources, information network), quality and moral standards (quality assurance policy, moral standards in teaching and research).
